God can and did exist without man or anything else for that matter.
Universal intelligence cannot exist or at least be manifested without matter. Those who do that are trying to equate universal intelligence with God. But they are in fact having just the opposite result, removing the theological aspect of God and replacing it with a created phenomena, a principle or law (universal intelligence) that even the atheist accepts and has a materialistic explanation for it.
