A bureaucracy is an entity that should be under the control of the legislature but somehow it gains independence from that control and establishes itself as an authority, usually because of the lack of vigilance of the legislature or another branch of government. Bureaucracies, like the rest of the government should be responsible to the people and the Constitution but without oversight/authority they become tyrannical, making the people responsible to them. Power corrupts, absolute power corrupts absolutely. The CCE is a bureaucracy.
